This will be useful in situations where the cluster is in use by several
different Hadoop-based applications such as Pig which are more tolerant to
needing a bunch of slots, and having them doled out piecemeal as they are
available. Giraph was (previously) not happy unless it gets all the slots it
needs for all the workers before it times out. Nice!
