### Description
- [ ] Here are some details about my PR, including screenshots (if
applicable):
Optimizes manifest distcp commit step action to only apply to new folders,
and do not continuously calculate ancestor parent folder permissions if the
path has already been calculated by another file which should greatly improve
read efficiency.
