That would be ok with ASF Distribution Policy, but the Incubator Clutch

here: https://incubator.apache.org/clutch/ may not be accurate.
And you’re making me think about another edge case in my VP, Tooling role with
the work I’m supervising with the new Apache Trusted Releases platform.
So for consistency putting the release in incubator makes my life simpler. (I’m
also the last person to do significant work on the clutch analysis.)
