There is no technical problem. You can test it easily. Save the
standard.soc with a new name, open this and another palette file in an
editor and copy all the elements

Actually is even easier, scribus also store their color palette in XML, we
just need to do a small script to convert from the scribus nodes to the
draw nodes. I created a wikipage with the definitions of the origial draw
XML and the scribus one, also put the sed script to convert the nodes from
scribus to OOo:

The real problem is not to get a lot of colors, but to arrange them in a
good way.
Well If you look at applications like scribus they do also have a dropdown
box. Granted their box is more like a panel, similar to the way Impress
list their animations or transitions.
I think arranging the colors is not a crucial issue is just a matter of
changing the widget from a dropdown to a a grid.
