there is yet no definite plan when we will remove the legacy shapes.
We didn't do so before because versions prior to OOo 2.x would not be
able to load such shapes. But I think support for OOo 1.x is no
longer needed.
Then we had some issues that the new custom shapes didn't support
all features of the legacy shapes. Namely shearing was an issue
that is already resolved IMHO.
Can you be a bit more precious how vertical align of text does not
work for you?. Isn't "format/text/text-anchor" what you want?
