Surprising, that file should be installed typically in something like
C:\Program Files\OpenOffice.org 3\URE\bin At least it is so in my
install. Is it possible that your OOo install is somehow borked?

Try to remove your 3.1 and install 3.1.1. If it does not work, I would
strongly advise that you wait some more weeks and use the 3.2 release
that is imminent.
