thanks for creating the file. I merged the pull request.
I guess this:

https://git-wip-us.apache.org/repos/asf?p=groovy.git;f=DOAP.rdf;a=blob_plain;hb=HEAD

should be added to files.xml according to 
http://projects-old.apache.org/create.html
