I downloaded one of the documents mentioned in this (http://www.openoffice.org/servlets/ReadMsg?list=users&msgNo=122609) message in user mail list (the 1040 form from US IRS), well it seems that other document rights should be implemented besided the ones in standard encryption, and they don't seem retated to encryption. I had a look at the f1040.pdf file and found that in the document /Catalog under /ViewerPreferences dictionary there is a /Rights sub-dictionary not described in the chapter 8.1 of PDF specs, so we have something not documented in specification, but used by the couple Acrobat Distiller + Acrobat Reader (a PDF extension may be ?).
