I don't think it boils down to the print settings in the options, but
the questions: 
Why can I print handouts, but not export them to PDF?
Why can I do n-up-printing, but not n-up-export to PDF?
Why can I print a booklet, but not export it to PDF?
<insert other stuff you can do with regular printing, but not when
exporting to PDF>

I don't think you can divide the user in two groups. Surely the reason
to export to a PDF instead of printing directly often enough is to bring
the PDF to another computer that has a better/faster printer, but in the
case of handouts/notes it is merely a different way to present &
distribute content.

I wouldn't be concerned too much about the other printing options in the
preferences, but more about the general ways of "printing".
