Hi Iain,
you probably need to configure GTK with a high contrast theme. Since you don't
run metacity window manager, you might also need to set an environment variable
SAL_USE_VCLPLUGIN="gtk" before running openoffice.
The experts on the gsl list might have to add some details ..

With great effort (several hours of work) I was able to get
to the Appearance tab of Tools->Options. I've managed to change
the document and application background to black, but I haven't
found how to change the UI elements.
