There are rules within the ASF that need to be followed around giving
users extra access to our git repos and GitHub projects.

Apache Hamilton is a new podling and no Hamilton specific docs exist
about contributors can expect to be granted committer status, for
instance.
Apache Pekko has this basic page:

In the end of day, contributors can do quite a lot without necessarily
becoming committers early on. The project should be looking to add
additional committers and PPMC members but the processes need to be
followed by the PPMC.
