The idea is not to create a separate "ladder", it does not give more access
to "code" - so it's not a committer status or extra ladder - it's just to
give more active people a way to help project to manage issue triaging.

Not to mention that Ilya is a great contributor in Airflow as well :)  . So
I am fully supportive. And yeah - you might find Airflow rules useful and
add similar ones. It's good to have rules for it agreed and defined.
