I agree that we need a separate FAQ page on apache. Several other
suggestions:

1) Add the FAQ info and url to readme.md to educate users to search FAQ
before asking.
2) Announce it on user mail list when it is done.
3) Move some previous installation related FAQ to the new FAQ page.
