I reenabled one test in TestMetaWithReplicas, one that now works now Master no
longer carries regions by default. Three other tests that are still disabled
require HBCK for validation. The tests need to have a different validation
mechanism or wait on a new HBCK that does equivalent in new realm. Filed
HBASE-19231. Resolving this as done.
