I think you need to go through jira issues to reset the fix versions for some issues?
For example https://issues.apache.org/jira/browse/HBASE-24646 This one, the fix version is 2.3.1, but actually it is before the 2.3.0RC1 tag so I think it should be set to 2.3.0? Thanks.
