I fixed my test and still have issue when using Default Policy.
It works with RFC6265CookieSpecProvider with IE_MEDIUM_SECURITY 
CompatibilityLevel.

But I think that Default policy in HC3 is "equivalent" to Default HC4.
See attached test class for my case.
