We currently have ERROR->DROPPED transition, but we still need to make sure
that the state model after ERROR->DROPPED are dropped from the state model
factory
Consider case that error partitions are dropped -> there should be no state
model leak
consider if the same resource is added later -> proper initial state should be
ensured
