start following the Apache process... discuss candidates in private on
the PPMC, vote, ask candidates in private whether they want to be
committers, and announce only if they accept. Given that the
discussion/vote haven't happened, "... and are candidates for
committers" is probably a better way to phrase it.

It looks like https://incubator.apache.org/projects/hop.html needs an
update. Can someone volunteer to do that?
