Bugzilla will work fine for that. I try to attach the PatchAvailable keyword to bugs I see coming in with patches.

I would encourage anyone submitting a patch to submit it first to the bug database, and then in the (likely) event you don't get a response, post here with a link to the bug and a brief description.
