Only when buildconf is run. The resulting tarball should not require srclib/apr[-util]. We will package it in our release, but cool people can figure out they don't need that. I would expect it might help package maintainers considerably. -- justinjust to be sure everybody is on the same page, is there a srclib/apr[-util]/ under httpd in the test above at any point?
