That may be explainable by someone familiar with the 
hosteurope.de anomaly in the January 2005 statistics.
The meteoric rise of 1.3.23 is perfectly correlated with
that ISP (I'd guess they're moving some large portfolio 
of domains to SuSE 8.0, which ships 1.3.23).
