I readily admit that I'm not au fait with how you'd do a minor version release, 
but http://httpd.apache.org/dev/dist/CHANGES_2.4.0 seems rather sparse and 
http://httpd.apache.org/dev/dist/CHANGES_2.4 seems appropriately long. And I 
didn't expect that there would be a difference.

For 2.2.0, it looks as if there was a CHANGES_2.2 but no CHANGES_2.2.0 file: 
http://web.archive.org/web/20051203032228/http://archive.apache.org/dist/httpd/

I can't find what the 2.0.x equivalents look like because 
http://archive.apache.org/dist/httpd/ does not have them… but it seems odd to 
have things as they stand.
