I'm a flip-flopper who didn't understand the subtlety of this before...  I
say "regression", though I think it is acceptable to have a tiny
recommended patch for those affected.

As for why one or more messages hits the console for something to be dealt
with by the time you upgrade to an as-yet-non-existing future release
stream, I don't have any justification.
