My perl is the default Ubuntu 14.04 perl 5.18.
What I have done - using a MUCH older version of perl is the following:
# perl -MCPAN -e shell
And once configured to get sources,
install Bundle::ApacheTest
You may run into other issues you need to resolve before the Bundle
installs successfully.
