I am not sure what the status is of the dev guide, but I do know that it has needed work for some time, and has been neglected because of other projects. It has section numbering and prints beautifully. It is a pleasure to read. Unfortunately I can't say the same for the current version (no offense meant but it rambles on like a drunk :=).
