Hi all,

Reviving this thread (again) on meetup guidelines. I know there's been a
lot of discussions across the community about how to enable more meetups
while ensuring that the community continues to grow in a sustainable way
through these grassroots events. Based on some of the conversations I've
had with community members, I've drafted an update to our meetup guidelines
here <https://github.com/apache/iceberg/pull/14770>. I propose two main
additions:

   1. Ensuring that the session selection process is documented/transparent
   for any meetup, i.e. if someone from the community wants to get involved
   and be considered to speak, they can easily find out who to contact and how
   to submit a proposed talk
   2. Guidance for organizers on what a meetup looks like (versus a
   conference/summit/etc)
