We have a page talking about release distribution [1].

For dockerhub release, the foundation has an account [2] and you
should be able to request for access by opening a ticket at the INFRA
JIRA project.

For the rest of distributions, the guidelines recommend podlings to
use the name "Apache Foo" or similar variants. But it's also adopted
by other projects to keep the "Foo" part only. There are several
previous discussions [3].

In short, the guidelines provide some SHOULDs while if you have a good
reason, you can make proposals to discuss.
