For dockerhub release, the foundation has an account [2] and you should be able to request for access by opening a ticket at the INFRA JIRA project. [2] https://hub.docker.com/u/apache For the rest of distributions, the guidelines recommend podlings to use the name "Apache Foo" or similar variants. But it's also adopted by other projects to keep the "Foo" part only. There are several previous discussions [3].
