A release must get at least 3 +1 votes and no -1 vote to be approved.
During incubation, only IPMC votes count; but it's good practice to get
used to adding up PPMC votes, too, since after graduation, the PMC votes
will count. It's also customary to let a vote run at least 72 hours, so
that people in differen timezones/weekends/etc. get a chance to vote.
There's no upper limit to the vote duration; use common sense for that.

FWIW, I would have expected somewhat more enthusiastic voting from the
other PPMC members. :)
