Would not translating the Windows installer (leave it in English) be enough for solving this problem? Is there a place where the installation language is specified?

Hi,
We just completed localisation of m81 to Khmer language (Cambodia, specific script, iso-code km).
When I try to install on Windows XP, I get:
The language of this installation package is not admitted by the system (or something like this, I get it in Spanish).
This probably refers to the fact that Khmer is not a language recognised by Windows (even if it can display the script). Usually for Keyboards we have to use a different language, and make believe it is Khmer
Does anybody know if there is a way around it? Or a way of having the Windows installler in English?
