No idea about this. Maybe Ingo knows more.

Of course it could again be MSI stumbling over an unknown language. If that is the problem, it would probably be necessary to modify our MSI creation process so it does not attempt to support product languages which are unknown to Windows/MSI as installer language.

One observation though: From my last attempts, the ISO code used for Khmer as document locale is km-KH. Apparently you are using km as ISO code for l10n. I don't know if that mismatch can cause any harm.
