What do 'Name (locale)' mean? Does it mean a) when install in machine with the 'locale', install this file, .e.g check the locale when installer run? Or b) for installer of the locales (e.g. Thai installer), install this file
It means: When installing the localized version of OOo for <locale> install this file. Basically this means that the file will be put in the language pack package for that locale. With MSI, the file will also be installed, if the installer includes the localized UI for that language. Usually (for single-language installers) that locale is also the one of the installer (your choice b), but in multi-lingual installers it is sufficient, if it is one of the installed languages.
