first of all I am wondering about the many problems during the
"Registering python UNO components". But I think, this does not cause
this error.
Unfortunately there is not more information in the log file :-(
epm only says: A problem was encountered with the "packagearchiver" tool.
Perhaps you can start epm from command line for testing reasons:
epm -f osx openoffice.org-core01
/Volumes/OpenOffice.org/Tiger/2.0/work/instsetoo_native/unxmacxp.pro/OpenOffice/listfile/en-US/epm_OpenOffice_gid_Module_Root_unxmacxp_SRC680__en-US.lst
To do so, it is necessary, that all extracted files are not removed
after the packaging process. At the end of the log file, there are four
"Removing directory" commands. You have to save this directories during
the packing process that epm can find them when you start it from
command line.
Sometimes this process gives some more information.

so no log file in install dir.
% pwd
/Volumes/OpenOffice.org/Tiger/2.0/work/instsetoo_native/unxmacxp.pro/OpenOffice/logging/en-US
% ls
log_SRC680__en-US.log
