Hi,

only releases that are voted on should go into Apache Central (for an
incubator project it must pass PPMC as well as the incubator). Additionally
there are also release areas other than maven central, even more
important...
Ensure the project builds from scratch then people can do a local install.
No need for publishing it into central yet I would say...
