I think you have a different meaning of sponsor in mind.

The Apache TLP that is 'sponsoring' the iota podling is the Apache Incubator. No need for a disclaimer.

You can put a statement somewhere in the footer, like the Guacamole project [1] does (and most other podlings):

"Apache Guacamole is an effort undergoing Incubation at The Apache Software Foundation (ASF), sponsored by the Incubator. Incubation is required of all newly accepted projects until a further review indicates that the infrastructure, communications, and decision making process have stabilized in a manner consistent with other successful ASF projects. While incubation status is not necessarily a reflection of the completeness or stability of the code, it does indicate that the project has yet to be fully endorsed by the ASF."

Moving towards making an Apache release I think would be more
important than 2,3. Documentation and testing are important for the
