I think you have a different meaning of sponsor in mind.
The Apache TLP that is 'sponsoring' the iota podling is the Apache
Incubator. No need for a disclaimer.
You can put a statement somewhere in the footer, like the Guacamole
project [1] does (and most other podlings):
"Apache Guacamole is an effort undergoing Incubation at The Apache
Software Foundation (ASF), sponsored by the Incubator. Incubation is
required of all newly accepted projects until a further review indicates
that the infrastructure, communications, and decision making process
have stabilized in a manner consistent with other successful ASF
projects. While incubation status is not necessarily a reflection of the
completeness or stability of the code, it does indicate that the project
has yet to be fully endorsed by the ASF."

Moving towards making an Apache release I think would be more
important than 2,3. Documentation and testing are important for the
project, but may not be much interest to the IPMC or board. IP
clearance would be something else to work towards, as would checking
that none of the current dependancies are prohibited by Apache policy
or because of how it's licensed.

No development here other than good input from Anatole Trench. Now
that we have uploaded src code we can begin promoting iota and begin
the community development process.

How will the project encourage that?
