In general all communication needs to happen on list and/or in JIRA to allow
collaboration from everyone. If you do set up a slack channel then any
decisions made there needs to be communicated back to the mailing list. Given
that this project, up to now, has had a hard time discussing things on list I'd
suggest that you don't set up a slack channel.
