I know mailing list are seen as a bit old fashioned but there are very good 
reasons for the ASF using them. See for example [1].

Some (mostly top level) projects do have a slack channel or IRC channel. A 
solution might be for instance have a slack bot email all discussion to the 
mailing list once/day or someone summarising the channels and emailing to list 
so that it is archived. And if any decision need to be made make sure the 
conversation is brought back to the mailing list.

Basically "if it didn't happen on the list then it didn't happen" See [2] [3] 
(and elsewhere).
