http://creadur.apache.org/rat/ is used to perform a release audit. The first
check is to ensure that all files have the correct licence text. rat complains
about 31 files, see below.
Files such as RAT_README should be listed in .rat_exclude since it's not going
to have the license text. Other files need to be assessed on an individual
basis and, as appropriate, have the license text added or be listed in
.rat_exclude with an explanation for why the Apache license text is not
appropriate.
