Hi,

update the process:

INFRA maintainer said [1]:

>  It looks like you guys are using the default software permissions scheme
(ships standard) and that looks like it's preventing emails from being sent
out because the issues in your project have the base level of application
access instead of an explicit 'anyone'. Jira notification schemes require
that in order for notifications to be sent to external users that the
project grant permission to browse issues to 'anyone'.
> In order to remedy this I'd like to change the permissions scheme for
your project to a scheme that's in line with standard Apache permissions
('anyone' has browse perms explicitly so notifications should work).

I have no idea about the software permission schema...  Help wanted :)
