I never occur the case you said..
I think the reason is that you did not claim [IOTDB-xxx] when you submit a
PR.
If you modify the title of a PR after the PR is created, JIRA can not get
the notification so that JIRA can not attach the PR to the issue.

By the way,  this discussion thread should entitled with [DISCUSS] to
notify everyone in the community (especially for our mentors).
I will reopen a new thread to discuss about this.
