I couldn't agree any more.
In an ideal situation, when someone earns enough credit, he can be voted to
be a committer or PMC member at any time.

As you mentioned, encouraging the PMC member to nominate the contributor
regularly is what we want to do.
However, it is not an easy thing for PMC members to keep an eye on
nominating the contributor, since everyone has their own business.

So, a time table is more like a reminder for PMC members  to nominate the
contributor regularly. But I am not sure whether there is a conflict
between the vote calendar thing and Apache culture.
What do you think?
