ISIS-987: allow the sign-up link to also be suppressed from the wicket login
page, even if the UserProfileService and EmailService are available and
configured.
This is because there may be apps that are using the isisaddons'
isis-module-security and which also are using the EmailService, but that do not
wish to provide/expose the user registration functionality.
