ISIS-1398: moving the command stuff to
PropertySetter/ClearFacetForDomainEventAbstract, and out of the wrapped
original PropertySetterFacet or PropertyClearFacet.
Also:
- remove DomainEventHelper#hasEventBusService() since will always return true
> Refactor PropertySetterFacet to follow the pattern for ActionInvocationFacet.
