Hi,

 - What do you think of using two issues for one phenomenon?
   The one is for local contributors and the other is for QA members.

 - Does anyone have alternative ideas to accelerate improvement in
   quality of OpenOffice.org?


Background
 A deficit in the number of contributors who possess both technical
 skill and communication skill at using the common language has been
 hindering improvement in quality of OpenOffice.org, especially
 specific features intended for local users.

 There are many contributors who are willing to conduct quality
 assurance tests. Most of them, however, hesitate to use the issue
 tracker due to their less skill in the language.

 Here is a test case that Japanese native language project has tried:
  (A) issue 58864, written in native language
  (B) issue 58907, written in the common language

  1. A contributor submits an issue A to [EMAIL PROTECTED]
  2. Many contributors adds information to the issue A.
  3. Another contributor submits another issue B to the appropriate
     component with a link to the issue A using a field Blocks.

 Use of two issues for one phenomenon might pose a controversial
 discussion: it is confusing and less effective from world wide audience's
 point of view; it really help local contributors participate in the
 quality test and track the issue; like that.

 We should consider how to increase the number of working contributors
 first. Saving the amount of issues is also important, but improving
 quality is more important than consuming two issues.

 In reality, the manner described above is the best case that ja has
 ever employed. Ja tried several tools such as local mailing lists,
 Wiki, spreadsheet and other bug tracking tools to attempt to hold
 information, files, snapshots and to track the fix. The biggest problem
 among them was a missing link to a real issue in the Issue Tracker.

 Some might argue saying why not just embed a hyper link to the issue
 in the document of the tools. It did not help at all. The issue tracker
 is highly tuned to track issues by, for instance, sending an e-mail
 notification to involved members automatically to keep them updated.
 Off-line tools are not able to work with the issue tracker due to lack
 of a live link.
