This is an HTML variant of the PDF generated with pdftohtml 
(http://pdftohtml.sourceforge.net/). There are many files in the zip, the start 
page is "jsr170-jcr-1.0.html".

It contains images and preserves the layout, thus it looks really good. The 
problem is that it has one page per PDF and you need the page index (using 
frames, shown at the left) to browse through the pages. There should be at 
least a next and previous page on each site. Much better would be a real index 
by section titles, which is only present in the TOC pages at the beginning (but 
you don't know where these are, because the page index only says Page 1, Page 
2, ...).
