The above is case of in progress upload to S3 where file is present in local
cache but not in S3. The getStream should be fulfilled from local cache.
The issue is that {{3198-f0986335c36b2367285d30da2ef847eabf9a}} get deleted
mysteriously from local cache and no logs indicating why & when?
