Added a couple of changes with revision 1666385 :
Potentially fixes couple of issues that I identified in the tests:
* Race condition when cache is being written and purged consistently because of
less cache size then intervening reads may fail.
* S3DataStore not initialized then either PurgeJob and CacheBuildJob may
interfere
