If it was just internal use, we wouldn't need a complicate plan.

However, as you say, the API is exported, and people use it even outside 
Jackrabbit.

Clarifying 1): this isn't meant to affect public APIs; just to move 
implementation code in a place where it could be used by the hc4-based classes 
as well.
