ok, revised plan:
 * *switch* to the Jakarta API for 2.24.x
 * tell people who need Javax support to use the bundle from 2.22, which would 
become the newest maintenance branch
 * also switch to Java 17, while we're at it

Q: new bundle names; new package names, or do we just rely on semantic 
versioning?
