If it needs a change in the JIRA project permissions scheme, then it needs 
INFRA (doubly so as Jena's scheme is shared with at least one other project).  
The only control seemed to be assigning other people. 

I added you to "contributors" group and could assign to you.  I was hoping that 
"contributor" meant self-assignment was possible. This is not critical - just 
trying to incrementally iron out process wrinkles.
