I added work on JENA-1033 (sort out the legacy of 
RDFReaderFImpl/RDFWriterFImpl [1] which used Class.forName when it does 
not need to).

While not dependent on JENA-1029, testing the initialization works for 
the old world is a waste if it is going to be replaced whoelsale.
